Participation of Israeli Delegates in CEN, CENELEC

Below are the main points of the agreement enabling Israel to participate in the European technical bodies' activities. The agreement was signed in 2017 between the Standards Institution of Israel and the European Union's standardization organizations, the European Committee for Standardization (CEN) and the European Committee for Electrotechnical Standardization (CENELEC):

  • Status of the Israeli delegates in the committees: observers
  • Israel may appoint to the European technical bodies up to three delegates, which will represent the Israeli standardization committee.
  • Israel has the right to submit comments, but not to vote.
  • The Israeli technical committee will notify the European technical body on the status of the adoption of European standards on a yearly basis.
  • The Israeli delegates in the European technical bodies will operate on behalf of the Israeli technical committee.
  • The Israeli delegates' term will be three years, with an option to apply for an extension.
  • If the appointed delegate is inactive or requests to resign before the end of his three-year term, the committee will discuss the appointment of a new delegate, if a replacement is available.

The delegate's responsibilities are to:

  • Participate in the body's activity and in the development of European standardization – in meetings, writing the standards and commenting – in accordance with the position of the Israeli technical committee.
  • Coordinate Israel's position within the Israeli technical committee and represent it at European body meetings.
  • Notify and update the Israeli technical committee on developments at the European bodies.
  • Notify the Israeli technical committee coordinator of his intention to participate in a European body meeting at least one month in advance.
